What Is Rummy?
Rummy is a classic card-matching game and one of India's most beloved card games, played for generations across households, festivals and social gatherings. Indian Rummy (also known as Paplu) is a 13-card draw-and-discard game where players arrange their cards into valid sequences (consecutive cards of the same suit) and sets (cards of the same rank, different suits).
The game is played between 2 to 6 players using one or two standard 52-card decks plus jokers. Every player is dealt 13 cards, and the objective is simple โ form valid sequences and sets before your opponents. To win, your hand must contain at least two sequences, one of which must be a pure sequence (without a joker).
In 1968, the Supreme Court of India declared rummy a "game of skill" in the landmark case State of AP v. K. Satyanarayana, making it legal in most Indian states. Today, over 10 crore Indians play rummy online through various platforms, competing in cash games, tournaments and free tables.

Key Terminology
- Pure Sequence โ 3+ consecutive cards of the same suit WITHOUT a joker (e.g. 5โฅ 6โฅ 7โฅ). Mandatory to declare.
- Impure Sequence โ 3+ consecutive cards of same suit WITH a joker substituting one card.
- Set โ 3 or 4 cards of the same rank but different suits (e.g. 7โฅ 7โ 7โฆ).
- Joker โ Printed joker or wild card that substitutes any card in impure sequences or sets.
- Drop โ Voluntarily leaving a round. Initial drop = 20 points, middle drop = 40 points.
- Full Count โ Maximum penalty of 80 points for losing without valid melds.

Is Rummy Legal in India?
Yes โ rummy is legal in most Indian states. The Supreme Court of India ruled in 1968 (State of Andhra Pradesh v. K. Satyanarayana) that rummy is "mainly and preponderantly a game of skill", exempting it from gambling prohibitions under the Public Gambling Act, 1867.
This ruling has been upheld by multiple High Courts including the Madras High Court and Kerala High Court, which struck down state bans on online rummy. Online rummy platforms operate legally with RNG certification, responsible gaming policies and KYC verification.
